Practical and Theory Certificates

I am wondering about practical/theory certificates. Do students have to complete the corresponding theory and piano levels in order to receive their certificates? Or is there a new policy that allows the student to receive their practical piano certificate even if their theory co-requisites are not completed?

In the Preparatory Level through Level 4, comprehensive certificates are mailed to students following the successful completion of the practical exam, as there are no theory co-requisite exam requirements for these levels. There are matching theory books for each level to enhance student learning and to get everyone in the habit of learning music theory and history along with their instrumental studies.

Once students reach Level 5, successful completion of theory co-requisites are also required before the comprehensive certificate can be sent out for each level. For the advanced levels (starting at Level 9) there are two or more theory co-requisite examinations required before the theory certificate or comprehensive certificates can be sent out.
