Analysis Exam: Where Does the Retrograde Inversion Row Start?

Pertaining to the August 2018 Analysis exam, question #4b. The Prime row starts in m.1. The Inversion row starts in m.4. The Retrograde row starts in m.21. Where does the Retrograde Inversion row start? The best case can be made for m.16, but the order is not right (D-flat before B in bar 17) and the B-flat appearing too early (although it does appear in the proper order as the 11th tone in the LH of m.19).

Is this normal? There seems to be no mention of 12-tone row ordering irregularities in the textbook.

M. 11 beat 1 RH
M. 19 beat 1 RH

There are also several statements of other row forms:
P = m.1 beat 1 RH; m. 16 beat 1 LH.
I = m. 4 beat 1 RH.
R = m. 8 beat 3 LH; m. 13 beat 1 RH, m. 21 beat 1 RH.
