Substitution of a Popular Piece for an Etude in L5 Exam

I have a level 5 student taking the piano exam in August. He wants to use a popular selection in place of an etude. Is it possible to use a popular selection from the level 6 list? He would like to use Hedwig's Theme.

Students in Level 1 to 9 may replace one etude with a work included in any edition of the Popular Selection List. The Popular Selection List is an addendum to the Piano Syllabus, 2015 Edition, and is available online.

Popular Selection List substitutions must be chosen from the student's examination level or the level immediately above.
